The hypothesis that information technologies and applications' use provides sound economic developments is the basis for development plans and strategies in the developing world. Apparent progress realized by some countries gives credence to this belief. IS research has often examined the factors that facilitate or inhibit IT adoption. Among these factors, contextual variables are often put forth. Yet, little is known about the specific nature of these variables, and even less is known about contextual factors relevant to the Arab world. In this paper, we propose an important variable for the study of adoption of information and communication technologies in the Arab countries to help explain their technological lag.Downloads
