Abstract

While facing several challenges, public administration is developing initiatives to modernize the way services are offered. The use of ICT is one of them. State administrations as well as local ones are launching e-administration projects. But e-government is still in progress and his success has to be looked at in perspective. Based on three Belgian case studies of e-administration, our contribution aims to understand why those projects do not really meet citizens and enterprises expectations. By using the Actor-Network Theory, our analyses focus on several ways and practises to manage cyber-administration projects.
