Policy and Regulation Narratives of Artificial Intelligence: A Comparative Study

Abstract

Although the impacts of artificial intelligence (AI) on the market, the economy, or customers are often studied, little is known about how governments support the use of AI through policy and regulation narratives. We undertake a textual analysis of 936 national and regional AI policies implemented in 70 countries/regions and focus on AI strategies. Computational text analyses led to the identification of three dimensions of AI government discourses and enabled us to conceptualize three symbolic strategic orientations. These results contribute to a better assessment of the different government approaches to AI governance. This research also contributes to a better understanding of how governments frame their technological and strategic orientations, offering important insights to both the information systems and administration fields.

Jean-Loup Richet is associate Professor of Management and co-director of the Risk Chair at Sorbonne Business School, IAE Paris - Sorbonne, Université Paris I Panthéon-Sorbonne, France. He has published numerous papers in trade and academic journals (European Journal of Information Systems; Psychology & Marketing; IEEE Transactions on Engineering Management; Technological Forecasting and Social Change; Systèmes d’Information & Management); his work was featured in The Wall Street Journal, Wired, CBS, MIT Technology Review, Computer World, and many other media outlets.

Vincent Dutot, EM Normandie - Campus ParisMETIS Lab

Vincent Dutot is full professor of MIS at EM Normandie (France), founder of CERCAP and member of the Métis Lab. He holds an MBA and a PhD from Laval University (Canada) and a HDR from IAE Poitiers (France). His undertakes research and consultancy in technology adoption, social media, IT strategy and digital transformation. In addition to the four books on digital, he has published in ranked journals including Journal of Business Research, Technological Forecasting and Social Change, Systèmes d'Information et Management (French Journal of Management Information Systems), International Journal of Information Management, The Journal of Technology Transfer, Psychology & Marketing or European Journal of Innovation Management.

Simon Porcher, IAE Panthéon Sorbonne

Simon Porcher is full professor (professeur agrégé) at Paris Dauphine University-PSL. His research focuses on public-private partnerships and public service governance.

Tra Tran, IPAG Business School

Tra Tran is Associate Professor at Audencia Business School. Her work focuses on the development of cities and regions through diversification strategies, innovation programs, attractiveness policies, and territorial marketing.
